Construction of the Krasnogorsk hydroelectric complex: billions are demanded from the contractor

The fate of an object strategically important for the Omsk region of the Russian Federation – the Krasnogorsk hydroelectric complex – was in question due to serious financial difficulties faced by its general contractor. It became known that the Federal Tax Service initiated the procedure for suspending operations on the accounts of the Moscow company Mezhregionstroy, which is responsible for completing the long-suffering project on the cross-border Irtysh River.

According to official data obtained by the publication “SuperOmsk” from the Federal Tax Service as of July 1, 2025, the reason for blocking accounts was the debt to the budget. We are talking about collecting a negative balance for an impressive amount of about 138.7 million rubles. This measure testifies to the critical state of the financial affairs of the company, which in 2022 won the tender for the completion of the first stage of the construction of the hydroelectric complex. The cost of the state contract was about 5.3 billion rubles, and the deadline for the completion of the facility was scheduled for September 15, 2025.

Tax claims are just the tip of the iceberg of the contractor’s financial problems. The situation is aggravated by an avalanche of lawsuits that have hit Mezhregionstroy. In 2025 alone, about 68 claims against the company were filed with arbitration courts. The total amount of claims for them has reached an astronomical figure of 5.8 billion rubles, which even exceeds the cost of the contract for the construction of the hydroelectric complex.

Among the largest creditors are the Ural Sinarstroykomplekt LLC, which demands to recover about 4 billion rubles, and the structure of the Russian Ministry of Defense – FSUE Main Directorate of Special Construction, whose claim amounts to just over 688.8 million rubles. Such a flurry of litigation casts doubt on the contractor’s ability not only to fulfill its obligations under other contracts, but also to complete a key infrastructure project for the region.

The crisis around the builder of the Krasnogorsk hydroelectric complex is unfolding against the background of a general alarming situation with large construction sites in Omsk. So, at present, the authorities are looking for a new contractor to complete the construction of a children’s infectious diseases hospital with 300 seats on the Flight street. The previous contractor, the Military Construction Company, managed to erect only the frame of the building and missed the deadline, after which he left the facility. Now they are trying to recover about 1.3 billion rubles of penalties from this company through the court, and about 4.4 billion more have been allocated from the budget to complete the hospital.
