Dolsar Engineering to Oversee Upper Pskem Hydropower Plant in Uzbekistan

Turkish engineering firm Dolsar Engineering has been appointed to provide technical supervision and construction management for the Upper Pskem Hydropower Plant in Uzbekistan. The contract was finalized with the Hydro-construction Customer Service LLC, a subsidiary of the state-owned joint-stock company Uzbekhydroenergo. The foreign contractor secured the rights to provide engineering support for the project following an open tender process.

The agreement stipulates services under a Project Management Consultant (PMC) framework, which encompasses a comprehensive audit and independent management of the construction site. Dolsar Engineering specialists are tasked with monitoring the progress of the hydropower plant’s development, ranging from work schedule planning to the final acceptance of completed structures. The Turkish firm’s scope of responsibility also includes ensuring technical safety on-site and adherence to established deadlines. The implementation of external oversight is intended to facilitate more architectural quality control regarding concreting, equipment installation, and earthwork activities.

The new hydropower plant will be situated on the Pskem mountain river. This facility – a component of the national program to diversify power generation sources and develop the country’s water potential – follows state development guidelines. The formal commencement of construction and its financing parameters were established by Presidential Decree No. PP-163, issued on May 1, 2026, which outlines urgent measures for the advancement of the hydropower industry.
