Japan invests in the construction of a small hydroelectric power station on the Chon-Kemin River
Prospects for Kyrgyz-Japanese cooperation in the energy sector were discussed in Tokyo. The key topic of negotiations between the Minister of Energy of Kyrgyzstan Taalaibek Ibraev and the deputy of the Japanese parliament Toshiaki Endo was the project of construction of a small hydroelectric power station on the Chon-Kemin River, the press service of the Ministry of Energy of the Kyrgyz Republic reports.
The project, implemented by the Japanese company Muroosystem Corporation, involves the construction of a hydroelectric power station with a total capacity of 22 MW. It is considered as one of the priority areas of cooperation between the two countries in the field of renewable energy sources. The preliminary cost of construction is estimated at about 4.4 billion Japanese yen, which is equivalent to about 30 million US dollars.
Preparations for the construction are already actively underway. In 2024-2025, the necessary engineering and hydrological surveys were carried out at the site of the future HPP. The local project coordinator, JSC “Chakan HPP”, together with the Japanese side has developed a preliminary feasibility study. At present, organizational and legal issues related to the registration and transformation of land plots for the needs of construction are being resolved.
It is expected that the next important step in the implementation of the project will be made during the upcoming visit of Kyrgyz President Sadyr Japarov to Japan. Within the framework of the visit, it is planned to sign a contract agreement for the construction of a hydroelectric power station.
For his part, Toshiaki Endo, Deputy head of the Japan–Kyrgyzstan Parliamentary Friendship Group, confirmed his readiness to assist in promoting the project. He also noted the importance of strengthening inter-parliamentary ties as an effective mechanism for developing cooperation between states. At the end of the meeting, the Kyrgyz side stressed that it considers Japan as a strategic partner in the development of modern hydropower.
