Centralized control over hydraulic structures is introduced in Kazakhstan

The process of large-scale reorganization of the management system of hydraulic structures has begun in Kazakhstan. At the initiative of the Ministry of Water Resources and Irrigation, regional akimats have developed roadmaps for transferring facilities to the balance of profile operating organizations. This step is aimed at strengthening control over the state of the water infrastructure and ensuring its safe operation.

According to the approved plans, 120 hydraulic structures will be accepted for the balance of specialized enterprises this year, the press service of the ministry reports. In the future, the pace of transfer will increase: in 2026, 245 facilities will be transferred to professional management, and in 2027 – another 465. In addition, it is planned to transfer about 1937 hydraulic structures from communal ownership to republican ownership, which indicates the centralization of management of the most important water facilities.

To implement these tasks, 16 specialized organizations have already been established and are functioning in the regions of the country. Ten of them were established in 2024 as part of the execution of the instructions of the head of state. To date, these enterprises have already accepted 872 objects on their balance sheet. 283 units of special equipment were allocated for their maintenance. The implementation of the program also made it possible to create new jobs – 1,197 people were employed in these organizations, and 310 of them got jobs this year.

“New institutions were opened in Akmola, Aktobe, Atyrau, West Kazakhstan, North Kazakhstan, Kostanay, Kyzylorda, Pavlodar regions, as well as in the regions of Abai and Zhetisu. The main task of specialized organizations is to ensure the safe operation of hydraulic structures, maintenance of facilities in proper condition and timely repair work,” Vice Minister of Water Resources and Irrigation of Kazakhstan Yerbolat Ibraikhanov said.
