Deadlines have been shifted, there is no money: again problems at the construction of the hydroelectric complex on the Irtysh

The Prosecutor’s Office of the Omsk region initiated an inspection of compliance with Russian labor legislation at one of the key infrastructure construction projects in the region – the Krasnogorsk hydroelectric complex on the Irtysh River. The reason for the intervention of the supervisory authority was publications on social networks and appeals from citizens signaling delays in wages to builders engaged in the construction of this large hydraulic structure.

According to preliminary data from the Prosecutor’s office of the Omsk region, wage arrears were detected at Mezhregionstroy LLC. This company acts as a contractor for works at the facility. We are talking about a violation of the rights of 150 employees employed in a separate division “Omsk”. Information about the problem first appeared in the public field thanks to a message in a local public, where one of the subscribers announced the non-payment of funds for October and November of this year, and also notified of the submission of a corresponding application to law enforcement agencies.

The company “Mezhregionstroy”, registered in Moscow in 2009, specializes in the construction of residential and non-residential buildings. The organization, whose CEO and co-founder is Oleg Kuznetsov, declared revenue of 16 billion rubles in 2024. with a net profit of 406 million rubles. The contract with this contractor for the completion of the start-up complex of the waterworks was concluded in 2022. The initial cost of the agreement was 4.6 billion rubles, but subsequently the estimate of hydraulic engineering works was adjusted upwards and reached 5.3 billion rubles.

The implementation of the Krasnogorsk hydroelectric complex project is associated with a number of organizational and financial difficulties. It was expected that the first stage of construction would be completed in 2025, but the deadlines for commissioning hydraulic engineering facilities were postponed to the next year. The reason for the postponement was a partial revision of the federal funding schedule.

The history of the construction of the Krasnogorsk hydroelectric complex dates back to 2011. At that time, the cost of the work was estimated at 8.4 billion rubles. The project was suspended in 2014 due to the bankruptcy of the previous general contractor, NGO Mostovik. To date, the Krasnogorsk hydroelectric complex remains on the list of the largest long-term construction projects in the region, along with the metro and Omsk-Fedorovka airport, requiring constant monitoring by both the authorities and the supervisory authorities.
