Chinese Investment to Fund New Small Hydropower Plant in Kyrgyzstan

Chinese investors are directing up to $10 million toward the construction of a new small-scale hydroelectric power plant in the Ysyk-Ata district of Kyrgyzstan’s Chuy region. This funding was formalized in a memorandum signed during the Kyrgyzstan–China Business Forum held in Bishkek in late August. The project represents the ongoing flow of Chinese capital into the republic’s small hydropower sector.

The National Investment Agency is currently managing the project’s preparatory phase. While specific technical parameters, generating capacity, and construction schedules are not yet public, the $10 million investment typically facilitates the commissioning of a facility with a capacity of several megawatts. Such an installation is designed to meet the energy requirements of nearby settlements and decrease the load on aging transmission networks.

Beijing’s interest in the national energy market was a key topic for 300 delegates, including government officials and business representatives, attending the “Kyrgyzstan–China: Path to Sustainable Development and Shared Prosperity” forum. The event served as a platform for negotiations on localizing generating capacity to address the rising energy consumption throughout Central Asia.

In addition to hydropower, the government is consulting with international corporations to diversify its renewable energy portfolio. The National Investment Agency is promoting a combined approach that includes the expansion of solar generation, utilizing existing development models from the Issyk-Kul region. Attracting foreign capital into green energy projects remains the primary strategy for mitigating seasonal energy deficits.
