Kyrgyzstan Outlines Hydropower and Grid Development Plan Through 2026
The government of Kyrgyzstan has established a development plan for its energy sector through 2026. The program, presented to a committee of the Jogorku Kenesh by Minister of Energy Taalaibek Ibraev, outlines preparations for constructing new hydroelectric power stations, seeking investors for thermal generation, and developing high-voltage transmission networks.
The Ministry of Energy will concentrate its project work on the Naryn River. By 2026, the ministry aims to finalize an intergovernmental agreement for the construction of the Kambar-Ata-1 HPS – the largest facility in the cascade. For the existing Kambar-Ata-2 HPS, documents are expected to be signed for the construction of an upper spillway. Concurrently, the technical modernization of two hydro units at the Uch-Kurgan HPS is slated for completion.
The plan also addresses prospective generation capacity. Feasibility studies for the Kazarman and Suusamyr-Kokomeren HPS cascades are scheduled for completion in the coming years. A similar document will be prepared for a thermal power station at the Kara-Keche coal deposit, with construction contingent on securing an investment agreement. The ministry further plans to find financing for the Chaldovar HPS and to update the completion schedule for the Upper Naryn HPS cascade.
Increased generating capacity will require the expansion of network infrastructure. For the creation of the 500-kilovolt Kemin–Balykchy power transmission line, the Ministry of Energy intends to finalize all internal approvals, select a contractor, and advance to the design stage.
