Kyrgyzstan Halts Isfayram-4 Hydropower Project Over Engineering Errors

Construction of the Isfayram-4 small hydroelectric power plant in southern Kyrgyzstan has been suspended following the discovery of engineering miscalculations. Inspectors from the Batken Regional Department of Architectural and Construction Control halted activities at the site in the Uch-Korgon rural district of Kadamjay after conducting an unscheduled inspection.

The enforcement action was prompted by identified deviations during the installation of reinforcement steel. Regulatory authorities determined that the contractor had departed from the parameters of the approved master project. Such modifications during the construction of hydraulic structures represent a violation of urban planning and architectural legislation – a direct breach requiring intervention by oversight bodies.

The developer, Bai Stroy LLC, has been held responsible for the errors. Following the review, inspectors issued an official act and a formal directive requiring the contractor to dismantle the incorrectly installed components. The reinforcement framework must be reconstructed to ensure full compliance with the original engineering drawings. Additionally, the legal entity has been assessed an administrative fine of 200,000 soms.

Work on the Isfayram-4 project will remain paused until all defects are fully rectified. The resumption of construction activities will only be permitted after a follow-up expert evaluation confirms the safety of the facility and its adherence to all mandatory regulatory standards.
