Kyrgyzstan Announces Tenders for 100 Megawatts of Small Hydropower Capacity

The Cabinet of Ministers of Kyrgyzstan has announced tenders for land plots intended for the construction of 12 small hydropower plants. The total projected capacity of these new energy facilities is expected to exceed 100 megawatts. The state-run Green Energy Fund is serving as the auction operator, with the application period for potential investors and developers set to remain open until late October 2026.

The proposed sites for these small hydropower projects are distributed across nearly the entire country, including the Chuy, Issyk-Kul, Jalal-Abad, Naryn, Osh, and Talas regions. A significant portion of the land is situated within state forestry territories, specifically the Jeti-Oguz, Arkyt, Toktogul, and Naryn forest management areas. The land plots are being offered as both single tracts and segmented parcels, with individual areas ranging from 0.5–50 hectares.

The largest project included in the auction is a 28-megawatt small hydropower plant located in the Aravan district of the Osh region, for which a plot of more than five hectares has been designated. Other major projects include two 12-megawatt stations in the Issyk-Kul and Naryn regions, as well as an 11-megawatt facility in the Chuy region. The smallest planned station, with a capacity of 1.6 megawatts, is slated for development in the Kara-Kulja district of the Osh region.

The in-person auction is scheduled to take place on November 3, 2026, at the Green Energy Fund headquarters in Bishkek. Interested parties must submit their documentation and applications by October 29. The auction organizers have also established a hotline to provide technical and legal consultations regarding the terms of land allocation for energy construction.
