Kyrgyzstan Approves $50 Million Loan for Kambar-Ata HPP-2 Spillway Construction
A parliamentary committee in Kyrgyzstan has approved the ratification of a $50 million loan agreement with the Eurasian Fund for Stabilization and Development (EFSD) to finance the construction of an upper spillway at the Kambar-Ata HPP-2. The agreement, signed in Bishkek in the summer of 2026, has advanced to the next stage of the legislative process.
Deputy Minister of Energy Salavat Sadyrakunov presented the financing terms, which include a 20-year maturity period at an interest rate of less than 1% per annum and a five-year grace period. Construction work at the hydroelectric station is scheduled for the 2027–2030 period.
The new infrastructure is required to protect hydraulic structures from extreme flood events. Currently, the Kambar-Ata HPP-2 discharges water only through its construction–operational spillway and the first hydraulic unit. The total throughput capacity of these facilities is limited to 2,500 cubic meters per second under standard operations and 2,600 cubic meters per second in forced mode.
Projected maximum inflows during high-water periods can reach 3,210 cubic meters per second. To ensure the safe transit of such volumes, the hydroelectric complex requires an additional channel capable of discharging 1,110 cubic meters per second.
The project documentation for the new spillway was developed by the Hydroproject Institute in 2018 and received state technical approval in 2020. The Committee on Industrial Policy, Fuel, and the Energy Complex voted unanimously in favor of the initiative without additional inquiry, forwarding its conclusion to the committee on international affairs.
