Osiris Energo Plans 10 MW Hydropower Plant on Shelek River in Kazakhstan

Osiris Energo is planning the construction of a small hydropower plant with a capacity of 10.01 MW on the Shelek River in the Almaty Region of Kazakhstan. A financing application for the project has been submitted to the Development Bank of Kazakhstan (DBK). The project is being spearheaded by Galiya Zhumanazarova, the owner of Osiris Energo.

The hydropower plant is to be situated in the southern zone of the Shelek River channel. Documentation provided by the investor is currently undergoing the second stage of expertise at the DBK. This evaluation phase does not guarantee final credit approval or the immediate disbursement of funds. Specific project parameters – including the volume of the requested loan, total construction costs, and the estimated operational date – have not been disclosed by the project initiators.

The venture into the hydroelectric sector represents a diversification of commercial activities for Zhumanazarova. Business registration data identifies her as the founder of eleven organizations across various economic sectors, including information technology consulting, telecommunications, real estate management, and metalworking. Her agricultural interests range from the cultivation of grain crops to horse breeding.

The investment has drawn attention due to the family background of the owner. Zhumanazarova is the daughter of Mukhambet Kopeev, a veteran public official who has held several senior positions in the Kazakh government. His career includes roles as Deputy Prime Minister and Minister for Emergency Situations, as well as serving as Vice–Speaker for both the Majilis and the Senate of the Parliament.
