Consultations on environmental aspects of the Kambar-Ata-1 HPP were held in Istanbul

On November 4-5, 2025, international consultations on environmental and social Impact Assessment (ESIA) of the Kambar-Ata HPP-1 construction project on the Naryn River in Kyrgyzstan were held in Istanbul. The event was organized by the Ministry of Energy of the Kyrgyz Republic under the leadership of Deputy Minister Altynbek Rysbekov, the press service of the department reports.

The key topic of the meeting was the discussion of a major hydropower project with representatives of neighboring countries – Tajikistan, Uzbekistan and Kazakhstan. More than 50 experts from civil society, scientific institutions and international organizations took part in the discussions in face-to-face and online formats.

The main objective of the event was to inform regional and international partners about the results and conclusions obtained during the preparation of the ESIA project. The participants discussed the possible environmental and social consequences of the construction of the Kambar-Ata-1 HPP, and also considered a set of measures aimed at their prevention and mitigation.

International experts, including Chairman of the Expert Council on Environmental and Social Issues Mark King and Chairman of the Expert Council on Dam Safety Liliana Spasich-Gril, made presentations at the meeting. Experts in the field of nature conservation, conservation of biological diversity, cultural heritage, social policy and natural resource management also participated in the discussions.

Following the consultations, it was stated that all received proposals and comments will be analyzed and taken into account when finalizing and updating the draft ESIA. To ensure maximum coverage of opinions, the Ministry of Energy of Kyrgyzstan decided to extend the deadline for receiving comments and recommendations until December 5, 2025.
