Construction of a small hydroelectric power station on the Zhyrgalan River has been approved in Kyrgyzstan

The Cabinet of Ministers of the Kyrgyz Republic has officially launched the implementation of a new energy project in the Issyk-Kul region. The government has approved a draft investment agreement with Zhyrgalan Energy, which provides for the construction of a small hydroelectric power station on the Zhyrgalan River. The corresponding order No. 1167-r dated December 30, 2025 was signed by the Chairman of the Cabinet of Ministers Adylbek Kasymaliyev.

According to the approved document, the right to sign the investment agreement on behalf of the state has been delegated to the Minister of Energy of Kyrgyzstan. The head of the relevant department has also been given the authority to make necessary changes and additions to the text of the agreement during the negotiation process, provided that they will not be of a fundamental nature and will not change the key essence of the agreements.

The private partner of the state in the framework of this initiative is the limited liability company “Zhyrgalan Energy”. The company will have to carry out a complex of works on the construction of a generating facility. The Zhyrgalan River, a mountain waterway flowing through the Issyk–Kul region, was chosen as the construction site. This area is known for its picturesque gorge, as well as tourist potential. Therapeutic thermal springs with mineral water are located at the source of the river in the village of Zhyrgalan, Tazabek reports.
