Kazakhstan to Import Hydropower from Tajikistan’s Rogun Plant

Kazakhstan is preparing to initiate long-term electricity imports from the Rogun Hydroelectric Power Plant in Tajikistan. Details of the forthcoming supplies were discussed by Kazakhstan Energy Minister Erlan Akkenzhenov and Tajikistan Energy Minister Daler Juma on the sidelines of the Regional Environmental Summit in Astana. Transitioning to direct purchases of Tajik hydropower will enable Kazakhstan to cover electricity deficits during peak hours and ensure water supply to the country’s southern regions throughout the agricultural season.

An intergovernmental agreement regarding these imports has successfully cleared all stages of domestic approval within Kazakhstan. Under this document, energy generated by the Tajik facility will be directed toward balancing Kazakhstan’s unified energy grid. KEGOC, the national system operator, will utilize these power volumes to optimize daily load schedules across transmission networks, thereby mitigating the risk of emergency power outages.

Direct electricity procurement from Dushanbe is intrinsically linked to establishing a comprehensive water and energy balance across the macro-region. This arrangement guarantees the stable discharge of water from Tajik reservoirs during the summer months – a critical period when the agricultural sector in Kazakhstan faces an acute demand for irrigation resources.
