Kyrgyz Hydropower Developer Fined 16.3M Som for Environmental Damage
The construction of a small hydroelectric power plant in the Kemin district of Kyrgyzstan has resulted in a multi-million som lawsuit for environmental damage. The Chui Regional Department of the Environmental and Technical Supervision Service has demanded that the Future Energy company pay the state more than 16.3 million som. These financial claims were prompted by an unscheduled inspection that revealed non-compliance with environmental regulations at the construction site.
The inspection took place in the Sary-Kungoi tract within the Kichi-Kemin rural municipality. Representatives of the Ministry of Natural Resources of Kyrgyzstan recorded evidence of negative impacts on the local ecosystem during engineering works. While the department has not disclosed the precise nature of the landscape damage, the assessed scale of the environmental degradation provided the basis for initiating legal proceedings.
Following the supervisory measures, inspectors drafted a formal report and issued an official compliance order. The developer is required not only to pay the assessed compensation of 16,353,792 som but also to physically remediate the environmental damage caused by the intervention. The collected materials have been forwarded to the relevant authorities for further review.
Future Energy LLC – a specialized enterprise focusing on electricity generation through hydroelectric facilities – completed a re-registration process on September 4, 2024. According to the registry of the Ministry of Justice of Kyrgyzstan, Turdukhan Abilova is listed as the founder of the legal entity, while Zholbors Zholdoshov serves as the director.
