Kyrgyz Developer Fined for Illegal Tree Felling at Small HPP Site

The construction of a small hydroelectric power plant in a gorge near Bishkek has resulted in an environmental fine for the developer. CJSC Belen Group paid more than 152,000 soms to the state budget for the illegal destruction of 20 trees on the territory of the Teplye Klyuchi sanatorium. The violation was documented by inspectors from the Environmental and Technical Supervision Service for Bishkek and the Alamudun District during a routine inspection of the future Alamudun Small HPP site.

The Ministry of Natural Resources of the Kyrgyz Republic confirmed that the construction company admitted guilt and voluntarily transferred the assessed damage amount. Beyond the financial penalty, regulatory agencies have ordered the contractor to perform restoration work on the site to mitigate damage caused to local flora by heavy machinery and logging teams. Standard practice for such environmental mandates typically includes planting new seedlings and soil reclamation.

The infrastructure project remains active, as environmental officials confirmed that the construction of the energy facility complies with the legal framework. Belen Group maintains the required permits – including urban planning approvals, land lease agreements, and technical specifications. The Alamudun HPP is officially registered, and following the settlement of the illegal logging incident, construction activities have resumed.
