Kyrgyzstan Approves EFSD Loan for Kambar-Ata HPP–2 Spillway Construction

The Kyrgyz government is securing funds from the Eurasian Fund for Stabilization and Development (EFSD) to complete hydraulic facilities on the Naryn River. The Cabinet of Ministers has approved a draft investment loan agreement designated for the construction of a surface spillway at the Kambar-Ata HPP–2. This decision was finalized during a session led by Adylbek Kasymaliev, the head of the presidential administration.

The full commissioning of the new infrastructure is scheduled for the 2026–2029 period. While the Kambar-Ata HPP–2 has a designed capacity of 360 megawatts, the absence of an adequate water discharge system has long constrained the facility’s operational functionality. The construction of the new hydraulic structure is intended to eliminate these technical barriers.

The additional spillway is essential to ensure the physical safety of the Kambar-Ata HPP–2 during emergency situations. The launch of the surface channel will enable the safe diversion of water flows in the event of a sudden loss of load by the hydraulic units. Eliminating these infrastructure limitations will allow the hydroelectric station to increase its generation volumes and reach its designed power output targets.

To initiate the practical phase of the project and activate the credit line, the agreement must undergo a ratification process in the Jogorku Kenesh – the parliament of the Kyrgyz Republic.
