Toktogul HPP Failure Triggers Massive Blackout Across Southern Kazakhstan

A massive power outage across southern Kazakhstan on August 14 resulted from an emergency situation at the Toktogul Hydroelectric Power Station in neighboring Kyrgyzstan. The shutdown of two hydro-generators at the facility triggered a chain reaction throughout the unified energy system of Central Asia.

The disturbance in the regional network followed the sudden failure of the first and second power units at Kyrgyzstan’s largest hydroelectric plant. This loss of 625 megawatts in generating capacity shifted the operating parameters of the transnational power ring. Kyrgyz energy officials have acknowledged the loss of generation at the facility during the event.

The failure significantly affected southern Kazakhstan, cutting power to Almaty – the nation’s largest city – and surrounding regions. The instantaneous power deficit reached 2,810 megawatts, prompting emergency intervention by the system operator. National grid operator KEGOC stabilized the grid and fully restored the power supply within two and a half hours.

The Kazakh government has established a special state commission to investigate how the incident propagated through the national grid. Experts are tasked with determining why the generation drop at the Toktogul plant resulted in such an extensive blackout and evaluating the performance of local network infrastructure. Findings will be published following a technical review of the incident.

The Ministry of Energy of Kyrgyzstan has denied that the Toktogul plant was the cause of the widespread regional blackout on August 14, 2026. Officials in Bishkek maintain that the disruption was caused by the internal protection mechanisms of the energy systems in the affected countries.
