Kyrgyzstan Seeks EBRD Funding for Kambarata-1 Hydropower Plant
The Government of Kyrgyzstan is seeking European capital for the construction of the Kambarata-1 Hydropower Plant. Minister of Finance Ruslan Suinaliev held negotiations yesterday with the leadership of the European Bank for Reconstruction and Development (EBRD). Bishkek proposed that the EBRD join the project’s creditors, requesting initial engineering and technical support along with grants for the development of clean energy.
The meeting involved EBRD Managing Director for Central Asia and Mongolia Huseyin Ozhan and Regional Director Nodira Mansurova. The planned facility on the Naryn River was the central topic of discussion. Kyrgyz authorities anticipate that European development institutions will assist in the execution of this large-scale project to address the region’s increasing power generation deficit.
In addition to the construction of new dams, participants reviewed the current portfolio of joint initiatives. Finance Ministry representatives committed to streamlining procurement procedures and improving the absorption of allocated funds. These discussions covered existing programs in drinking water supply, basic infrastructure, and the modernization of aging power grids.
Kyrgyzstan and the EBRD aim to sign a new framework agreement by the end of 2026 – the document will establish financing limits and priority sectors for future investments. Ruslan Suinaliev informed bank officials that the republic is prepared to accelerate progress on all ongoing projects to facilitate the release of subsequent funding tranches.
