ADB Allocates $500 Million for Tajikistan’s Rogun Hydroelectric Project
The Asian Development Bank (ADB) has allocated $500 million for the construction of the Rogun hydroelectric power plant in Tajikistan. The financing package consists of a $200 million grant and a $300 million concessional loan.
The specifics of upcoming disbursements and the coordination of project activities were finalized during two rounds of trilateral negotiations in Bangkok. These meetings took place alongside the annual meetings of the World Bank Group and the International Monetary Fund. Key participants included the Minister of Finance of Tajikistan, Fayziddin Sattor Qahhorzoda, World Bank Vice President for Europe and Central Asia, Antonella Bassani, and Asian Development Bank Vice President, Wempy Saputra, along with regional directors from both institutions.
Lenders are moving to launch joint financing through the Full Mutual Reliance Framework. This mechanism establishes a unified regulatory base for creditors, allowing the organizations to eliminate redundant document verification by adopting common standards for tender procurement, construction phase evaluations, and contractor oversight.
Aligning the operational standards of the World Bank and the ADB will remove the requirement for the administration in Dushanbe to provide duplicate corporate reporting. This reduction in the administrative burden is intended to accelerate the transfer of capital to the Rogun construction site – one of the most significant hydropower infrastructure developments in Central Asia.
