The fate of the Kashkadarya rivers: foreigners will build a network of small hydroelectric power stations in the region

The energy future of Kashkadarya region (Republic of Uzbekistan) can now be closely linked to hydropower due to the interest of Malaysian investors. The delegation of Nexus Green Resources arrived in the region with a specific purpose: to explore the potential of local rivers and canals for the construction of a network of small hydroelectric power plants.

The meeting with Khokim of Kashkadarya region Murodjon Azimov was held in an atmosphere of full mutual understanding, where investors were promised comprehensive support. The stated goal of the project – “rational use of water resources” – sounds encouraging. However, this wording hides a huge responsibility. Small hydroelectric power plants are considered a more gentle alternative to giant dams, but any intervention in the river ecosystem requires a thorough assessment of the consequences. It is important that the pursuit of kilowatts does not disrupt the fragile water balance of the region, does not harm biodiversity and does not create problems for traditional water use.

Practical work has already begun. Specialists of the Malaysian company Nexus Green Resources, together with representatives of the Chinese firm Zhejiang Jinlun Electromechanical Co., Ltd., which has technological experience in this field, have started field research. They study riverbeds and canals, assessing not only the energy potential, but also the technical parameters of efficiency. It remains to be hoped that the concept of “efficiency” includes not only economic, but also long-term environmental indicators, including the conservation of aquatic flora and fauna.

The formalization of intentions should take place at a high level. The management of Nexus Green Resources plans to sign a key agreement with the khokimiyat of Kashkadarya region and the Ministry of Energy of the Republic of Uzbekistan within the framework of the IV Tashkent International Investment Forum. It is in the text of this document that all environmental obligations of the investor should be clearly spelled out. It depends on how detailed and strict these conditions will be, whether the project will be a boon for nature and residents of Kashkadarya or just another line in the reports on attracted investments.
