Kambar-Ata-1: a new round of HPP negotiations was held in Brussels
On September 25-26, 2025, the third round of ministerial negotiations on the Kambar-Ata HPP-1 construction project on the Naryn River in the Kyrgyz Republic took place in Brussels. Representatives of Kazakhstan, Kyrgyzstan and Uzbekistan discussed further steps to implement this major regional initiative, the press service of the Ministry of Energy of Kazakhstan reports.
The meeting was attended by the Ministers of Energy of Kazakhstan Yerlan Akkenzhenov, the Kyrgyz Republic – Taalaibek Ibraev and Uzbekistan – Jurabek Mirzamakhmudov, as well as high-ranking officials from the financial and water departments of the three countries. The main topic was the joint construction of the Kambar-Ata HPP-1 with a capacity of 1,860 megawatts on the Naryn River in Kyrgyzstan. The project is considered as a key one for the rational use of water resources in the region.
The talks were a continuation of the dialogue started at the meetings in Tashkent in January and in Dubai in May 2025. The participants reviewed the progress made, including a draft feasibility study and a preliminary environmental and social impact assessment. The parties agreed to hold consultations with stakeholders at the local, national and cross-border levels, which are scheduled for October-November this year. In addition, the mechanisms of joint implementation of the project, its updated financial estimates and the possibility of raising funds from international financial institutions were discussed.
Following the results of the trilateral meeting, an agreement was reached on further joint actions and the timing of the preparation of the project. In parallel with the main program, the delegation of Kazakhstan held a series of bilateral negotiations with international financial organizations that are members of the donors committee of the project. The terms and possibilities of attracting financing were discussed with representatives of the European Council, the World Bank, the EBRD, the AIIB, the ADB and the OPEC Fund.
Organizational and technical support in the round table was provided by the World Bank, which is contributing to the preparation of the Kambar-Ata HPP-1 construction project.
