Kyrgyzstan Prioritizes Hydropower to Attract International Investment

The Kyrgyz government is positioning the hydropower sector as a primary vehicle for attracting foreign capital. During the St. Petersburg International Economic Forum (SPIEF–2026), First Vice Prime Minister Daniyar Amangeldiev characterized the industry as the foundation for the development of the nation’s real economy. Bishkek is currently offering investment opportunities to Russian businesses to fill emerging niches in the local market.

National authorities noted that while Kyrgyzstan’s mountainous terrain and water resources offer a significant advantage for hydroelectric generation, this potential is currently only partially realized. The government intends to fast–track the development of new energy facilities through increased foreign investment.

The Kambarata–1 hydroelectric power plant is the central focus of these investment efforts and serves as a flagship project for the region. The project is designed to address domestic energy deficits and assist in managing water distribution for neighboring Central Asian countries.

In addition to major infrastructure, Bishkek is initiating projects in small and medium–scale hydropower and other renewable energy sources. The government is seeking integrated partnerships that include construction financing, equipment manufacturing, engineering, and long–term technological cooperation.
