Kyrgyzstan will build more than 50 new HPPs by 2030
The electricity supply system of Kyrgyzstan was laid back in the Soviet period, the country still receives energy mainly from hydroelectric power plants built 60-70 years ago. This was recalled by the head of the information policy service of the Presidential Administration of the Kyrgyz Republic Dayyrbek Orunbekov.
According to him, no large-scale reforms have been carried out in the energy sector since independence until 2021. The industry has accumulated debts, the equipment is outdated, and for three decades only one unit has been launched at the Kambar-Ata-2 HPP.
However, in recent years, the situation has begun to change. A large—scale reform of the industry has been launched, the construction of new hydropower plants has begun, and the goal has been set – the energy independence of the country.
Only in 2024, dozens of small and medium-sized HPPs were commissioned, including Bala-Saruu, Kainama, Kok-Art, and Ysyk-Ata. Preparations are continuing for the construction of a key project — the Kambar-Ata-1 hydroelectric power station with a capacity of 1,860 MW, which should significantly increase the country’s generating capacity.
Special attention is paid to small hydroelectric power plants. Thanks to efforts to attract investors and create favorable conditions, dozens of projects are being implemented throughout the country. Many stations have already been launched in a short time, and some are being prepared for commissioning.

Hydroelectric power stations planned to be launched in 2025:
- Leilek HPP – 6 MW (Batken region, Leilek district);
- Kojo-Kayyr HPP – 0.6 MW (Batken region, Kadamzhay district);
- Koysu HPP – 8.7 MW (Issyk-Kul region, Issyk-Kul district);
- Sanarip HPP – 2 MW (Chui region, Moskovsky district);
- Alai Hydro HPP – 4.4 MW (Osh region, Alai district);
- Boz-Uchuk HPP – 5.54 MW (Issyk-Kul region, Ak-Sui district);
- Avletim HPP – 2.6 MW (Jalal-Abad region, Aksy district);
- Adyn-Unkur HPP – 0.85 MW (Osh region, Kara-Sui district);
- Kara-Zhygach HPP – 1 MW (Jalal-Abad region, Toktogul district);
- Aksy HPP – 4.75 MW (Jalal-Abad region, Aksy district);
- “Ysyk-Ata-2” HPP – 4 MW (Chui region, Ysyk-Ata district);
- Shamshy HPP – 1.7 MW (Chui region, Chui district);
- Konduk HPP – 5.3 MW (Osh region, Kara-Kuldzhinsky district);
- Ken-Tor-1 HPP – 1.3 MW (Chui region, Ysyk-Ata district);
- Karagai-Bulak-1 and Karagai-Bulak-2 hydroelectric power plants – 2 MW each (Chui region, Ysyk-Ata district);
- Sokuluk HPP-3 – 9.5 MW (Chui region, Sokuluk district);

- “Ortho-Tokoy” HPP – 21 MW (Issyk-Kul region, Tonsky district);
- Karakul HPP – 18 MW (Jalal-Abad region, Toktogul district);
- Tyup HPP – 9 MW (Issyk-Kul region, Tyup district);
- Ak-Suu-2 HPP – 7.2 MW (Chui region, Moskovsky district);

- “Nookat-1” and “Nookat-2” – 7.93 MW each (Osh region, Nookat district);
- “Chon-Kemin” HPP – 25 MW (Chui region, Keminsky district);
- “Chon Ak-Suu-1” and “Chon Ak-Suu-2” – 7.78 and 12.73 MW (Issyk-Kul region, Tyup district);
- Bultuke HPP – 2.96 MW (Chui region, Moskovsky district);
- Ak-Suu-1 HPP – 8.9 MW (Chui region, Moskovsky district);
- “Papan” HPP – 25 MW (Osh region, Kara-Sui district);
- Sary-Tash HPP – 1 MW (Jalal-Abad region, Bazar-Korgon district);
- “Buiga” HPP – 6 MW (Osh region, Kara-Kuldzhinsky district).
