Federal Control Tightens Over Stalled Krasnogorsk Dam Construction
A high-level federal delegation has inspected the stalled Krasnogorsk water control facility on the Irtysh River, signaling direct Kremlin intervention to resolve long-standing construction delays. Following a meeting between Russian President Vladimir Putin and Omsk Oblast Governor Vitaly Khotsenko, an interdepartmental commission led by Assistant Prime Minister Muslim Khuchiev and Rosvodresursy Deputy Head Nataliya Sologub arrived at the site to address the project’s bottleneck issues.
This sudden oversight comes after Khotsenko briefed Putin on fluctuating water levels in the Irtysh River and systemic difficulties in completing the Krasnogorsk dam. The governor acknowledged that progress has been hindered by a domestic deficit of recent experience in executing large-scale hydraulic projects. He referred to specific technical complexities requiring confidential discussions, prompting the president to move the remainder of their meeting behind closed doors.
In response, the federal government has assumed direct supervision over the completion of the long-delayed infrastructure project. During the on-site inspection and subsequent meeting with regional and federal agencies, officials analyzed the technical and administrative barriers stalling progress. The review resulted in a directive to establish a detailed roadmap – a binding document intended to strictly regulate each remaining stage of construction until the facility is commissioned.
Representatives of the Federal Agency for Water Resources emphasized the critical importance of adhering to the newly established timelines, noting that timely completion is essential to stabilize water resources in the region. The project has drawn ongoing attention from ecological organizations, including Rivers without Boundaries, due to its potential impact on the hydrology of the Irtysh River basin. Federal agencies are now scheduled to assess and allocate the additional financial and administrative support required by the Omsk regional government to finalize the construction.
