Third Unit of Tajikistan’s Rogun HPP Scheduled for 2027 Launch

The third hydroelectric unit at the Rogun Hydropower Plant (HPP) is scheduled for commissioning in the third quarter of 2027. This development coincides with an upgrade of Tajikistan’s sovereign credit rating from B to B+ with a stable outlook. The activation of the new turbine will significantly increase national power generation and enable consistent electricity production throughout the year, independent of seasonal variations.

The introduction of the third power block will address structural reliability issues within the domestic energy supply. Enhanced water flow management will allow for more efficient operations at hydroelectric stations located downstream on the Vakhsh River, stabilizing the performance of the entire cascade.

Completion of the Rogun HPP by 2035 will require approximately $5.8 billion. The Tajik government has established a financing framework where half of this amount is provided by a consortium of twelve international partners coordinated by the World Bank. Remaining costs will be covered by the state budget and future revenues generated by the plant. More than $3 billion has already been invested in the construction of the first two turbines.

The Rogun HPP reaching its full design capacity will increase Tajikistan’s total electricity generation by more than 50 percent. The domestic market will consume 40 percent of the plant’s output – the remaining volume is designated for export to neighboring Central Asian states.

The active construction phase of the hydropower plant began in 2016, following periods of varying activity since the early 2000s. The project involves the installation of six 600 MW units. Upon completion, the 335–meter rockfill dam will be the highest in the world. The facility currently operates via two units that were integrated into the national power grid in 2018 and 2019.
