Kambar-Ata-1: the collection of opinions on the impact assessment of the project is open
The Ministry of Energy of the Kyrgyz Republic has submitted for public discussion a draft Environmental and Social Impact Assessment (ESIA) Report for the Kambar-Ata HPP-1. At the same time, the agency announced the start of the second stage of public consultations on the project.
The draft report was prepared by the international consulting company SMEC with the participation of national and foreign experts. As stated, the development of the document was preceded by fieldwork, research and consultations with stakeholders, including local communities in the project area and representatives at the national level.
The document contains an assessment of the potential environmental and social consequences of the construction of a hydroelectric power station. The analysis covers such aspects as the quality and quantity of water resources, the state of air and soil during construction, the preservation of biodiversity and the protection of cultural heritage. The report also examines possible impacts on the economic activities and livelihoods of the local population, issues of public health, safety and human resource management. In addition, it takes into account the cumulative impacts of the project.
The draft report proposes measures to mitigate possible negative consequences, as well as environmental and social management plans. The document provides for the creation of monitoring systems to minimize potential harm. Mechanisms for involving stakeholders and filing complaints are being created to interact with the public at all stages of the project implementation.
The published report is a working version submitted to collect suggestions and comments. The Ministry of Energy urges all interested parties, including potentially affected communities and public organizations, to familiarize themselves with the document. All comments received will be reviewed and, if possible, taken into account in the final version of the report. The full text of the document can be found on the official website of the project.
The period of collecting feedback and suggestions will last until October 2025. At the end of September – October 2025, the Ministry of Energy plans to hold the second stage of public hearings, which will be held at the local, national and cross-border levels to discuss the comments received.
