The capacity of Toktogul HPP will grow by 20% after modernization

The completion of the large-scale modernization of the Toktogul HPP in Kyrgyzstan is scheduled for the end of November 2025. The total cost of the project, financed by the Asian and Eurasian Development Banks, exceeds $ 181 million. This became known during a media tour organized by the Asian Development Bank.

The modernization of the HPP will significantly increase the production capabilities of the key facility of the country’s energy system. According to Mirlan Ziyaydinov, Deputy director of the Toktogul HPP cascade for reconstruction, before the start of work, the station consisted of four hydroelectric units with a capacity of 300 MW each. As a result of the upgrade, the capacity of each of them will increase by 60 MW. Thus, the total installed capacity of the HPP will increase from 1200 MW to 1440 MW.

The project entitled “Reconstruction of the Toktogul HPP – Restoration of the energy sector” is being implemented in several stages. The first phase, completed in 2020, included the replacement of main transformers, high-voltage cable lines and other auxiliary equipment. These works cost more than $ 32 million.

The main and most expensive part of the project is the second phase, costing over $ 133 million. It includes the sequential replacement of all four hydraulic units. The first of them was updated in 2022, the second – in 2023, work on the third is scheduled to be completed in 2024, and on the last, fourth – in 2025, which will mark the end of the entire project. In addition to the replacement of units, this stage covers the restoration of hydromechanical equipment, the modernization of cranes, fire extinguishing, cooling and lighting systems.

International consultants were involved in the implementation of the project. At the first stage, engineering support was provided by the German company Fichtner, and at the second and third stages by the French company Tractebel. The cost of their services amounted to about $ 15 million.
