Kyrgyzstan and China agreed to accelerate the launch of hydroelectric units at two HPPs
Alpbek Sadyrov, General Director of Electric Stations OJSC, paid a working visit to the People’s Republic of China, where he took part in a number of events in Chengdu and Deyang. During the trip, negotiations were held with the leadership of major Chinese energy and industrial companies, including Dongfang Electric Corporation, Dongfang Electric Machinery Co. Ltd., as well as CNEEC and Sinohydro. According to the Ministry of Energy of the Kyrgyz Republic, the key topic of the meetings was the discussion of the implementation of strategic projects for the commissioning of the second hydroelectric unit at the Kambar-Ata HPP-2 and the large-scale reconstruction of the Uch-Kurgan HPP.

The parties reviewed in detail the current status of the works and came to an agreement on the need to revise the time frame towards their reduction. An agreement in principle was reached on speeding up the schedules of preparation, commissioning and direct execution of construction and installation operations at the facilities. To ensure high-quality and timely fulfillment of tasks, the project teams were staffed with highly qualified technical specialists and managers.
With regard to the reconstruction project of the Uch-Kurgan HPP, specific deadlines for deliveries and completion of work were approved. According to the updated plan, by February 1, 2026, 80% of the equipment for the second hydroelectric unit should arrive at the site, and by June 1, 2026, the same amount for the first hydroelectric unit. The complete completion of work on the second unit is scheduled for October 1, 2026, and the commissioning of the first unit is expected by November 1 of the same year.
Regarding the commissioning of the second hydroelectric unit at the Kambar-Ata HPP-2, a number of decisions have also been made aimed at intensifying the processes. The parties agreed to speed up design surveys, while tests of the turbine model are scheduled for January 2026. The terms of preparation, delivery and installation of equipment for the first two lots have been shortened. In addition, it was confirmed that additional negotiations will be held to speed up construction work and prepare land plots. Inspection of the factory equipment is scheduled for April 2026.
Within the framework of the visit, the delegation from Kyrgyzstan also visited the production facilities of the manufacturing plant, where equipment for hydroelectric units of the Uch-Kurgan HPP is manufactured. Personal inspection and inspection confirmed that the production of components is carried out in compliance with all approved schedules, which allows us to count on the timely modernization of the republic’s generating capacities.
