A claim for bankruptcy of the builder of the hydroelectric complex on the Irtysh has been filed
In Russia, the Federal Tax Service has initiated bankruptcy proceedings against the contractor responsible for the construction of the Krasnogorsk hydroelectric complex on the cross-border Irtysh River. The statement of claim for recognition of the insolvency of Mezhregionstroy LLC was received by the Moscow Arbitration Court from the tax inspectorate for the Kirov region on December 26, 2025. At the moment, the details of the claims in the file of the court are not disclosed, however, according to the available information of the fiscal authority, the total debt of the enterprise to the budget may reach 920 million rubles.

The financial disagreements of the developer with the state are not limited to this lawsuit. At the same time, the company’s dispute with the Moscow tax inspectorate is being considered in court. Business representatives are trying to challenge the decision to impose additional arrears and penalties, the amount of which is about 416 million rubles. The outcome of these proceedings may significantly affect the future operational activities of the organization.
To the general public, this company is known as the general contractor for the construction of a strategically important facility – the Krasnogorsk hydroelectric complex on the Irtysh River in the Omsk region. The state contract for the work was signed in 2022. During the implementation of the project, its estimated cost was revised upwards and increased from the original 4.6 billion to 5.3 billion rubles. To date, the customer has transferred about 3 billion rubles to the contractor, while there is no accurate information on the degree of readiness of the hydraulic structure in open sources.
The company’s activities have recently been accompanied by a number of negative factors. The company has already been included in the Register of Unscrupulous Suppliers. In addition, the supervisory authorities recorded violations of the labor rights of employees: after the intervention of the prosecutor’s office of the Omsk region, the developer was forced to pay off wage arrears to 188 builders of the Krasnogorsk hydroelectric power plant in the amount of almost 35 million rubles.
According to information from the counterparty verification databases, Mezhregionstroy LLC has been operating since September 2009, specializing in the construction of residential and non-residential buildings. In recent years, significant changes have taken place in the management structure. In 2024, the composition of the founders changed: instead of a mutual investment fund, individuals Oleg Kuznetsov and Natalia Sergeeva became owners. Also in September 2025, there was a rotation in the top management – Dmitry Becker took over the post of CEO instead of Kuznetsov.
