The readiness of the first stage of the Krasnogorsk hydroelectric complex was brought up to 36%
The construction of the first stage of the Krasnogorsk water-lifting hydroelectric complex on the transboundary Irtysh River reached 36.6%. This was reported to RBC Omsk by the Ministry of Transport and Road Facilities of the Omsk region. The work is being carried out by the contractor Mezhregionstroy LLC, with which the public institution of the Omsk region “Customer Management for the construction of transport facilities and hydraulic structures” had previously signed a contract for 4.6 billion rubles. For comparison, according to the regional prosecutor’s office at the end of May 2024, the construction readiness of the facility then amounted to 20.29%.
The ministry, responding to a request from RBC Omsk, added that in general, the readiness of the facility as part of the first stage of construction of the Krasnogorsk hydroelectric complex, taking into account the previously erected structural facilities of NPO Mostovik LLC, is 70%.
“At the moment, the contractor is carrying out construction and installation work on the construction of auxiliary buildings and structures, such as an administrative and household complex, a garage for 7 cars, a repair and mechanical workshop unit and a warehouse, work is being carried out on the mooring lines, the upper and lower head of the shipping lock,” the Ministry of Transport and Road Management noted. Omsk region.
According to the contract, the first stage of work should be completed by the end of 2025. To date, design work has been completed on the 2nd stage of the construction of the Krasnogorsk hydroelectric complex. The documentation was sent to the FAA “Glavgosexpertiza of Russia”. The authorities plan to receive an expert opinion in the 1st quarter of next year. The start of the 2nd stage of construction of the Krasnogorsk hydroelectric complex is planned in 2026 — as part of the new federal project “Water of Russia”.
The official website of the federal project “Water of Russia” reports that this is part of the new national project “Environmental well-being”. Its task is to halve the amount of untreated wastewater discharged into rivers and lakes by 2036, as well as improve the quality of life of people near water.
As NGS55 wrote, the construction of the Krasnogorsk hydroelectric power plant began in 2011 with the approval of the federal authorities and the former governor of the Omsk region Leonid Polezhaev. The estimated cost of the construction was 8.4 billion rubles. The contractor “Mostovik” has completed the first stage of construction of the facility — the left—bank part of the waterworks – by 53% in three years. However, the project was never launched: in 2014, Mostovik became bankrupt. According to data for 2022, more than 400 million rubles were spent on the maintenance of the Krasnogorsk hydroelectric complex. Now the first stage of the construction of the facility has been entrusted to finish Mezhregionstroy LLC.
Mezhregionstroy LLC was registered in Moscow in 2009. The main activity of the company is the construction of industrial facilities. Previously, Mezhregionstroy LLC was engaged in the construction of the Vankor—Suzun oil pipeline, the overhaul of the M-2 “Crimea” highway and other volumes. According to the Company’s RBC, the head and co-founder of the company is Oleg Kuznetsov. For 2023, the company’s profit amounted to 414.8 million rubles, and revenue — 9.1 billion rubles.
