Kyrgyzstan Orders Demolition of Unauthorized Hydroelectric Plant

Authorities in Kyrgyzstan have halted the illegal construction of a hydroelectric power plant in the southern region of the country. Inspectors from the state architectural and construction control department found that the development of the Turuk small hydroelectric station in the village of Kichi-Alay, Aravan district, was proceeding without official authorization. The contractor failed to obtain the mandatory registration in the unified state register required to conduct excavation and concrete work within the mountain riverbed.

The energy project was being managed by the limited liability company El Bat Energy Turuk. Following an inspection by the Ministry of Construction, Architecture, and Housing and Communal Services, a formal act was issued regarding the identified violations. The company has been assessed an administrative fine of 200,000 soms – a financial sanction applied for conducting construction activities outside of the legal framework.

The investigation identified technological deviations from approved standards, specifically regarding foundations and the installation of hydraulic structures. These violations of technical regulations created potential risks for the future operation of the station. As a result, the supervisory agency issued a directive requiring the contractor to fully dismantle the constructed elements of the Turuk plant at its own expense. No determination has been made regarding the future of the project once the site is cleared and regulatory compliance is addressed.
