Kyrgyzstan Concludes Preparations for Kambar-Ata HPP–1 Project

Kyrgyzstan is nearing the completion of site preparations for the construction of the Kambar-Ata HPP–1. The preparatory stage, supported by a 4 billion som allocation from the state budget, is scheduled to conclude in August 2026. Infrastructure developments already completed include a transport tunnel, access roads, and a large suspension bridge. By the end of the summer, the site will be fully prepared for handover to contractors for the primary construction phase.

The construction of the dam will require a diversion of the Naryn River. Engineering plans involve the creation of a drainage canal, followed by the assembly of the hydroelectric facility and the subsequent filling of the reservoir. The station is located eight kilometers upstream from the existing Kambar-Ata HPP–2 and seventeen kilometers from the head of the Toktogul Reservoir.

The projected installed capacity of the new hydroelectric plant is 1,860 MW, with an expected annual output of approximately 5.6 billion kWh. This production level will increase the total power generation of Kyrgyzstan by approximately one-third. The commencement of major construction works is scheduled for 2027, with the facility projected to be fully operational by 2035.

The total cost of the hydroelectric plant is estimated at 3.5 billion dollars – a figure established during parliamentary budget discussions earlier this year. The process of securing necessary funding is considered nearly complete.

The World Bank has expressed significant interest in the development, with financing arrangements described as practically resolved. Following a series of specialized investment forums, several other international partners are also considering participation in the project.

The transition to the active construction phase will follow the signing of intergovernmental agreements and the completion of technical and economic feasibility studies by consultants. Project implementation remains under the supervision of the Kyrgyz Republic government, with the Ministry of Energy providing regular reports on adherence to the construction schedule.
