Kyrgyzstan and Uzbekistan Coordinate Power Supplies and Hydropower Projects

Kyrgyzstan’s Minister of Energy Altynbek Rysbekov and Uzbekistan’s Minister of Energy Sherzod Khodjaev held negotiations on October 28 regarding mutual electricity supplies and the joint development of hydropower infrastructure. The discussions focused on coordinating national power systems during the peak load periods of the 2026–2027 autumn–winter season, as well as the development prospects of the Kambar-Ata HPP-1 station.

Energy departments from both nations are working to establish a stable model for the unified energy system of Central Asia ahead of the upcoming winter. The parties are currently finalizing electricity transit volumes and measures to prevent grid overloads during peak consumption periods. Previously, Bishkek, Astana, and Tashkent approved a supply schedule for the 2025 winter season, which facilitates the transit of electricity from Turkmenistan to Kyrgyzstan through Uzbek territory.

The Kambar-Ata HPP-1 project was a key subject of the recent dialogue. Construction of the facility is being discussed in a trilateral format that includes Kazakhstan. In September 2026, the participating states held a round of consultations regarding the text of an intergovernmental agreement. Stakeholders continue to negotiate the distribution of financial obligations, management mechanisms for future generation, and investment return models.

Following the October meeting, representatives from the Uzbek ministry confirmed their commitment to the ongoing synchronization of regional projects. Collaborative efforts within the unified energy ring are designed to balance Kyrgyzstan’s hydropower capacity with Uzbekistan’s thermal power plants, reducing the risk of local power outages.
