The construction of the Krasnogorsk hydroelectric complex on the Irtysh is delayed again

The epic with the construction of the Krasnogorsk hydroelectric complex on the Irtysh, one of the most famous long-term construction projects in the Omsk region, has received a new development. It became known that in 2025 the financing of the project is planned to be reduced by 34.3 million rubles. It is symbolic that the released funds will be redirected to the maintenance of other significant Omsk long—term construction projects – the metro and the Omsk-Fedorovka airport, creating a picture of the circulation of budget money between unfinished objects in the region.

The official reason for the budget cuts, according to the explanatory note of the Omsk region government, was another extension of the construction period. The funds initially allocated for unforeseen expenses of the customer will simply not be needed next year, since the commissioning of the start-up section of the hydroelectric power plant is postponed again. Earlier, it was announced that the final deadline was postponed from 2025 to November 1, 2026 due to a partial shift in federal funding.

The history of this facility is full of dramatic twists. The construction of the waterworks started back in 2011, but already in 2014 the construction stopped due to the bankruptcy of the general contractor – Mostovik company. The work was resumed only in July 2022 after the conclusion of a contract with Mezhregionstroy LLC in the amount of 4.6 billion rubles. However, the project estimate has already grown: by September 2024, the cost of work has increased to 5.3 billion rubles, which once again confirms the status of the facility as a financially costly long-term construction.

Part of the funds saved on the hydroelectric complex, namely 4.8 million rubles, will be received by another legendary Omsk project — the metro. Its construction began back in 1993, but was never completed. The money will be used for urgent needs: 3.2 million rubles — for technical inspection of the pits of the stations “Zarechnaya” and “Crystal”, another 1.6 million — for permanent pumping of groundwater to prevent the destruction of already built structures. Despite the uncertain future, the authorities have recently included the metro in the transport development plan, suggesting that five stations will be completed and integrated into the tram network.

Another “heir” of the hydroelectric power station budget is Omsk—Fedorovka airport, whose construction began in 1982 and was interrupted several times. 0.9 million rubles will be allocated for its protection at the end of 2025. Although there has recently been hope for the completion of this project thanks to a concession agreement with Airports of Regions Holding, its long-term history of downtime requires constant costs for conservation and safety. The first flight from the new airport is now expected no earlier than the end of 2028.
