Kyrgyzstan and EFSD Sign Financing for Hydropower and Water Projects

The Government of Kyrgyzstan and the Eurasian Fund for Stabilization and Development (EFSD) have signed financing agreements for two infrastructure projects. These initiatives focus on the construction of a surface spillway at the Kambarata HPP-2 and the modernization of water supply and sanitation systems in rural areas of the Osh region. The agreements were signed by the Minister of Finance of Kyrgyzstan, Ruslan Suinaliev, and EFSD Managing Director, Yaroslav Mandron.

The construction of the spillway continues the fund’s involvement at Kambarata HPP-2, where a project to launch the station’s second hydraulic unit is currently underway. Engineering estimates indicate that the introduction of this equipment will increase the facility’s generating capacity by 120 MW. EFSD resources were previously utilized for the large-scale rehabilitation of the Toktogul HPP – a project that added 240 MW to the national power grid.

The official signing was preceded by a meeting between Yaroslav Mandron and the Head of the Presidential Administration of Kyrgyzstan, Adylbek Kasymaliev. During the negotiations, the officials discussed current investment contracts and potential areas for future cooperation in transport, agriculture, and hydropower.
