Dushanbe and Astana are preparing an agreement on the supply of electricity from the Rogun Dam

According to the head of the Ministry of Foreign Affairs of Tajikistan Sirodjiddin Mukhriddin, following talks with his Kazakh counterpart Murat Nurtleu in Astana, it is planned to sign an intergovernmental agreement in the near future that formalizes the supply of electricity generated at the Rogun Dam in Tajikistan to Kazakhstan.

This step is a logical continuation of the development of bilateral relations. Back in November 2024, a draft agreement was presented in Tajikistan providing for the export of electricity from the Rogun Dam to Kazakhstan. The document was published on the official portal of legal information of the Ministry of Justice of Tajikistan. The draft agreement provides that the transmission of electricity will be carried out via interstate transmission lines, taking into account the technical capabilities of transit countries. In accordance with the agreement, the Settlement and Financial Center for Support of Renewable Energy Sources, subordinate to the Ministry of Energy of Kazakhstan, will conclude an agreement on the supply of electricity with JSC Rogun Dam.

The contract will last for 20 years with the possibility of extension for another 10 years. It is important to note that scheduled deliveries from the Rogun Dam will be carried out only during periods of electricity shortage in the North-South zone of the Unified Electric Power System of Kazakhstan. At the same time, the estimated amount specified in the contract does not create financial or other obligations between the parties. Transportation of electricity to the border of Kazakhstan will be provided by JSC “Rogun Dam”. The price of planned electricity is set at 3.4 cents per 1 kWh (including VAT paid at a rate of 0%), and the volume of supplies will be determined based on approved daily schedules.

Igor Yushkov, a leading analyst at the National Energy Security Fund and an expert at the Financial University under the Government of the Russian Federation, explained the interaction scheme. According to him, in spring or summer Tajikistan is likely to export electricity to Kazakhstan at low prices due to the low cost of production at the hydroelectric power station. He noted that in other periods Kazakhstan will not import electricity, as its price will increase. The expert assumes that Tajikistan will supply electricity to Kazakhstan during a period of surplus, and then buy it back during periods of seasonal shortage.
