Kyrgyzstan ratified the grant agreement on Kambar-Ata HPP-1

Deputies of the Jogorku Kenesh (Parliament of Kyrgyzstan) today, on February 27, 2025, during the plenary session approved the agreement on the project of additional financing of the Kambar-Ata HPP-1 project of the draft law “On ratification of the financing Agreement and the letter of Agreement (Grant Agreement) between the Kyrgyz Republic and the International Development Association on the project “Additional financing for Technical assistance for the Kambar-Ata HPP-1 project”, signed on September 9, 2024 in Bishkek” in the third reading.

According to him, the possibility is being considered with the International Development Association to assist in the implementation of the Kambar-Ata HPP-1 project.

Within the framework of this agreement, technical assistance is expected in terms of updating the feasibility study of the Kambar-Ata HPP-1 construction project with an installed capacity of 1860 MW, developed in 2014 by a Consortium consisting of SNC-Lavalin (Canada) and ENEX OJSC (Russia).

The total amount of additional funds is $ 13.6 million, of which $ 11 million is an IDA loan and grant funds of $ 2.6 million.

  • The term of the grant is 50 years.
  • The grace period is 10 years from the date of signing the agreement.
  • The interest rate is 0%.
  • The commission for reserving funds is 0.5%.

According to Energy Minister Taalaibek Ibrayev, the World Bank may allocate $500 million each to Kyrgyzstan, Kazakhstan and Uzbekistan for the construction of the Kambar-Ata HPP-1.

According to the head of the department, the construction of the Kambar-Ata HPP-1 is a project of the century and a priority project of the World Bank today.

“A competition is being held to update the feasibility study (feasibility study) of the Kambar-Ata HPP-1 construction project developed in 2014. To date, the type of hydroelectric dam has been determined. In addition to the $5 million previously allocated by the World Bank, another $13.6 million has been allocated for the implementation of these measures,” the minister explained.

Currently, construction works are underway on the territory of Kambar-Ata HPP-1, including the laying of a reinforced concrete road with a length of 8.6 kilometers, the construction of a transport tunnel (126 meters), the installation of power transmission lines, the construction of a shift camp and a bridge over the Naryn River.
