The President of Kyrgyzstan urged citizens not to interfere with the construction of small hydropower plants

On March 5, President of the Kyrgyz Republic Sadyr Japarov addressed citizens in connection with the construction of small hydroelectric power plants. The appeal was published on the president’s account on the social network. Rivers.Help! publishes the full text of the President’s address:

“Dear compatriots!

To date, 40 small hydroelectric power plants are operating throughout the republic.

The generated electricity is 312.5 million kWh.

Also, the construction of 37 small hydroelectric power plants has begun in the country.

In 2025, another 18 small HPPs will be commissioned, the total production will amount to 385 million 200 kWh.

Construction of solar and wind power plants with a total capacity of 5,624 MW begins.

We have the ability to generate 142 billion kW.electricity, but today we produce only 14 billion kWh.

We use only 10% of our potential.

The water just flows away in vain.

I want to say that in the regions where small hydroelectric power plants are being massively built, obstacles are being created by the local population.

There are cases of blocking roads and interfering with builders under the pretext of “you pollute our water.”

Dear compatriots!

We are a country that is at the source of water resources, but at the same time we import 3 billion kW.h of electricity.

The price of imported electricity is 3 soms 50 tyyns per 1 kWh.

Currently, electricity is supplied to the population at a price of 1 som 11 tyyns.

The difference of 2 SOM 39 tyyns is subsidized from the republican budget.

Today it takes 8.5 billion soms.

This money is the funds of every Kyrgyzstani, received by the budget from taxes.

To eliminate this crisis, since 2021 we have massively started the construction of small and medium-sized hydropower plants.

In addition, the construction of the Kambar-Ata 1 hydroelectric power station begins.

All this is being done in order to avoid imports, provide ourselves with our own electricity and export the surplus.

Being at the source of water resources, buying electricity in other countries is a great shame.

Therefore, I urge every local government representative to contribute as much as possible to the construction of small hydropower plants, whether private or public.

I also appeal to local residents – do not interfere with the construction.

Work is carried out during the day.

In the morning, while the water is not yet contaminated, stock up on clean water.

Suffer temporary inconvenience for three months.

Construction will last a maximum of three months. But the built hydroelectric power stations will serve our state, you and future generations all their lives.

Therefore, do not interfere with the construction of arbitrariness.

Let’s take care of the future generation.”
