Kyrgyzstan Cancels Tenders for Major Renewable Energy Projects
The Green Energy Fund under the Cabinet of Ministers of the Kyrgyz Republic has canceled major tenders for the construction of renewable energy facilities, including hydropower projects. The auctions, originally scheduled for April 3 and 13, 2026, were called off due to force majeure circumstances. The nature of the force majeure remains undisclosed.
Within the hydropower sector, tenders for thirteen small hydroelectric plants were canceled. The most significant of the withdrawn lots is a 35-megawatt hydroelectric power station project in the village of Orozbekov in the Batken region. The remaining canceled hydropower projects have capacities ranging from 2 to 22 megawatts and were planned for the Osh, Jalal-Abad, Issyk-Kul, Talas, and Chui regions. A notable project among these is a station located in the Nookat district within the Kojokelen forest reserve. Tender documentation also detailed the necessity of integrating new capacities with the existing grid, specifically planning connections to the networks of the Toktogul HPP – Tyuleberdiev high-voltage line.
The legal basis for the cancellation is the regulation on the procedure for transferring land for the construction of renewable energy facilities. According to the rules approved by the government of the republic, the authorized institution has the right to cancel a tender no later than five days before the announced date. Organizers utilized this provision, closing the application process that was scheduled to take place at the fund’s building on Erkindik Boulevard in Bishkek. New dates for the auctions of these plots have not yet been announced.
