The remnants of the Stabilization Fund of Tajikistan are sent to complete the construction of the Rogun Dam

The Government of Tajikistan has instructed the Ministry of Finance to allocate 150 million somoni ($13.7 million) to replenish the authorized capital of JSC Rogun Dam.

The government decree published on the legal information portal of the Ministry of Justice of Tajikistan states that this funding is allocated at the expense of “the balance of the Stabilization Fund for Economic Development as of January 1, 2025.”

The document instructs to settle the financing plan of the republican budget for 2025, taking into account the allocation of additional funds.

Recall that in 2024, the Rogun Dam received about 280 million somoni (over $ 25 million) from this Fund.

Deductions to the Stabilization Fund for Economic Development come from overfulfilling the revenue side of the republican and local budgets. In the state budget for 2024, it is established that 25% of such funds are allocated to the Fund.

According to the Ministry of Finance of Tajikistan, it is planned to allocate about 2.4 billion somoni for the completion of the Rogun Dam in 2025 as part of the financing of state investment projects.

In his last message, the President of the country said that the government is taking constant measures using all sources to finance this important strategic facility in a timely manner.

“In this context, effective cooperation is being carried out with a number of international financial organizations and development partners to attract preferential funds in the amount of 33 billion somoni or 3 billion, including 12.5 billion somoni grants or $1 billion 150 million,” the message says.

It emphasizes that by the end of 2024, agreements have been signed with six organizations in the total amount of $10 billion somoni (about $ 1 billion), including 3.8 billion somoni grants, and in 2025 they will begin investing.

The message says that over the past two years, more than 9 billion somoni (about $ 830 million) have been allocated for the completion of the Rogun at the expense of the state budget.
