Reservoirs of Almaty region will again be transferred to private management

In Almaty region, eight reservoirs that were previously returned to state ownership due to improper management are being prepared for a new transfer to private hands. Currently, these facilities are on the balance sheet of the state enterprise “Almaty Oblvodkhoz”, but soon it is planned to announce a competition to find new trust managers, Kazinform agency correspondent reports.

The return of hydraulic structures under state control was initiated by the environmental prosecutor’s office of the region. According to the agency, the previous management companies did not comply with the terms of the contracts. In particular, they did not carry out mandatory inspections of facilities and did not ensure their proper technical condition. This concerned the dam on Lake Issyk, the Saz-Talgar 7 reservoir, the Baiserke 2 dam, the Voroshilovsky and K3 reservoirs, as well as the Teren Kara (upper), Saz-Talgar 4 and K30/1 reservoirs.

The decision to re-transfer the reservoirs to trust management is explained by the need for ongoing and major repairs, as well as the desire to optimize local budget expenditures. The competition will be organized jointly with the Finance Department.

Strict requirements will be imposed on future managers. They will have to conduct comprehensive studies of hydraulic engineering facilities at least once every five years and carry out major repairs on the basis of defective certificates provided by the balance holder. In addition, one of the conditions will be the creation of 25 new jobs. The main purpose of these measures is to ensure the smooth running of the spring irrigation campaign for the needs of agricultural producers in the region.
